Harmonization of data for cross-border territory management

HARMO-DATA is an undergoing Italia-Slovenia Project, funded by EU in the framework of the INTERREG V-A Italy-Slovenia 2014-2020 Programme, involving three regions: Friuli-Venezia-Giulia (Italy), Veneto (Italy) and Slovenia. The main Project purpose is to develop common solutions for more efficient cross border spatial management, harmonizing the existing spatial data, implementing a cross-border spatial data platform and developing a common protocol far data access and maintenance. The project involves directly different stakeholders, target groups and final users.

Several use-case scenarios were identified by the project partners, in cooperation with public and private end-users and stakeholders (Urban 3D modelling and 3D zoning, Ecosystems services mapping and assessment, Disaster management, Infrastructure management and services). For an efficient usability, cross-border spatial data need to be harmonized. The harmonization model for spatial datasets used in these use-case scenarios is based on the INSPIRE data specifications. 

A joined common spatial data platform, under development inside the Project, will be established as an extension of the existing search-view-download platforms (metadata systems) upgraded and improved to better enable open data access by users from both Italy and Slovenia countries. The common spatial HARMO-DATA data platform, as well as a joint protocol for cross-border spatial data harmonization, will be formalized in an official bilateral agreement.

The planned duration of the project is 18 months with a budget of € 1,120,240.03. The project is funded under the Interreg V-A Italy-Slovenia 2014-2020 Program by the European Regional Development Fund (ERDF) and the Italian rotation fund.
